EU Affordable Housing Plan

On 16 December 2025 the European Commission published the first-ever European Affordable Housing Plan. Inside its industrial pillar, one line changes the conversation for our sector: off-site and modular construction offer "the clearest potential for ramping up housing supply rapidly".

Why now? EU house prices are up 60% since 2013, building permits are down 22% since 2021, and construction is the only industrial sector where productivity has fallen.

Modular is no longer the alternative option. It is the stated route.

EU standards for off-site products, a modular pilot project and Commission guidance all land in 2026. The factory-built decade starts now.
