The Southern African Energy Efficiency Confederation SAEEC is a non profit industry body promoting energy and sustainability across Southern Africa The SAEE Confederation has members from nine countries.

SAEE Confederation is your source for information on the dynamic field of energy efficiency, utility deregulation, facility management, plant engineering, and environmental compliance. With a full array of information outreach programmes, from technical seminars, conferences and books to critical buyer-seller, networking tradeshows, job listings and certification programmes, the SAEE Confederation

and AEE offers a variety of information resource tools. As a growing membership organisation, the overall strength of the AEE is highlighted by a strong membership base of over 15 000 professionals and recognised certification programmes. The Association's network of 82 chapters regularly meets to discuss international and regional issues. The SAEE Confederation promotes and looks after the energy industry associated with Demand-Side Management (DSM) and Energy Efficiency. The SAEE Confederation aims to become the Association in Southern Africa that brings all energy stakeholders in the region together. The SAEE Confederation have already come a long way towards achieving its goals of consolidating energy efficiency stakeholders in the Southern African region. These countries are Botswana, Lesotho, Swaziland, Namibia, Zimbabwe, Malawi, Zambia, Mozambique and South Africa.

MEET YOUTH IN ENERGY: Mandilakhe Qavane

Mandilakhe Qavane is a Project Engineer and Renewable Energy Professional passionate about engineering, innovation, and sustainable energy solutions.

With a background in Mechatronics Engineering and Energy Studies, he has contributed to major renewable energy projects, including the Robben Island Solar Project and the Khauta Solar PV Project, one of the largest solar developments currently under construction in South Africa.

His contributions have earned him recognition as the 2024 TransUnion Rising Star Winner in the Energy and Environmental Category and a SANEA Youth Energy Awards Finalist in both 2024 and 2025.

For Mandilakhe, resilience, continuous learning, and collaboration are key to shaping a sustainable energy future.

MEET YOUTH IN ENERGY: Mavis Maphoto

Mavis Maphoto is a Technical Account Manager at ERO Africa and a passionate advocate for energy efficiency, sustainability, and capacity building.

After completing her Electrical Engineering studies, Mavis further strengthened her expertise through training in Energy Auditing, Energy Management Systems, Solar PV, and Energy Performance Certificates.

She began her career as an energy intern, later growing into project administration and coordination roles where she supported energy training initiatives and stakeholder engagement programmes.

Today, she works closely with commercial, hospitality, and educational facilities to improve energy, water, and waste performance through data analysis, energy assessments, and practical sustainability solutions.

Mavis has also contributed to supporting more than 60 young professionals in obtaining Energy Performance Certificates and remains deeply committed to mentoring emerging talent within the green energy space.

For Mavis, continuous learning, resilience, and collaboration are key to driving meaningful change and building a more sustainable future for all.

URGENT INDUSTRY CALL FOR INPUT

The South African Energy Efficiency Confederation (SAEEC) advises members that the National Energy Regulator of South Africa (NERSA) has published the Draft Electricity Trading Rules (Version 01, dated 12 April 2026).

These proposed rules introduce a new framework for Non-Bypassable Charges (NBCs) that may have significant and far-reaching implications for South Africa’s energy transition and private sector participation in the electricity market.

Key areas potentially affected include:
• Energy efficiency initiatives
• Renewable energy wheeling arrangements
• ESCo business models and project viability
• Measurement & Verification (M&V) practices
• Long-term investment certainty in the electricity sector

A recent stakeholder briefing circulated through the ESCO Association of South Africa (EASA) — an interest group under SAEEC — has further highlighted concerns regarding the unintended consequences these proposals may have on industry stability, contractual certainty, and investment confidence across the energy value chain.

SAEEC is therefore preparing a consolidated industry submission to NERSA to ensure that the sector’s collective voice is clearly represented in the regulatory process.

We urgently invite all stakeholders across the energy sector to submit their inputs, concerns, and recommendations for inclusion in the formal submission.
