πŸ—οΈ This is What a Municipal Civil Contract Rate Build-Up Looks Like.
Not a guess. Not a benchmark pulled from thin air. Every single rate β€” built from first principles. πŸ’ͺ

πŸ“‹ Project: Completion of Civil Infrastructure Services
🏘️ Location: ETafuleni, Ward 56 & 53 β€” ~34km north of Durban CBD
πŸ›οΈ Client: eThekwini Municipality β€” Deputy Director: Housing Engineering
πŸ“„ Document Ref: RBS-36215-1H-Rev1 | May 2026
πŸ‘· Prepared by: Ndumiso Dubazane β€” ProQuant Construction Estimators

This Rate Build-Up Schedule covers 9 full sections of civil infrastructure work β€” every item broken down into MAT, LAB, PLT and CONS components, with 10% Overheads + 5% Profit applied consistently across all rates:
βš™οΈ Section A β€” Preliminaries & General
Formal contract sum Β· Sureties Β· Insurance Β· COIDA Β· Mobilisation Β· Engineer's office Β· Camp & store yard Β· Traffic control Β· Site staff Β· Contractor's superintendence β€” 22 items fully built up
🌿 Section B β€” Site Clearance
Strip topsoil Β· Bulk excavation Β· Tree removal Β· Import fill
πŸ”οΈ Section C β€” Earthworks
Cut to spoil Β· Borrow pit material Β· Compaction layers Β· Subsoil drains Β· Geotextile
πŸ›£οΈ Section D β€” Roadworks
Road formation Β· Gravel wearing course Β· Layer works
πŸ“ Section E β€” Platforms
Engineered fill platforms for housing stands
πŸ—οΈ Section F β€” Foundations
Strip and pad foundations for housing units
🚽 Section G β€” Sewerage
Sewer reticulation, manholes and connections
πŸ’§ Section H β€” Water
Water reticulation, fittings and connections

πŸ” What makes this RBS different:
βœ… Every rate built from MAT + LAB + PLT + CONS β€” nothing lumped
βœ… Risk & Balance Allowance shown transparently on every item
βœ… Overheads and profit applied separately and consistently β€” 10% + 5%
βœ… All rates benchmarked against 2025/2026 SA market pricing
βœ… Referenced to BOQ item numbers β€” ready for tender submission
βœ… Compliant with eThekwini Municipality procurement requirements
βœ… Fully documented β€” defensible in any contract dispute or adjudication

πŸ’‘ Why does a proper RBS matter on a municipal housing contract?
eThekwini, COGTA and Coega don't just want a price β€” they want to know how you got there. A properly prepared Rate Build-Up Schedule tells the procurement officer, the engineer and the adjudicator exactly what is behind every rand you've claimed.
Without it, your variation claims get rejected. Your EOT prolongation costs have no foundation. Your final account gets disputed. 😀
With it, you are protected from day one to final certificate. βœ…

This is the level of work I bring to every civil and municipal tender at ProQuant Construction Estimators. Working from home, servicing contractors nationally β€” the same professional standard, without the corporate price tag. πŸ’ͺ

⚑ This is What a Properly Priced RFQ Looks Like.
No vague lump sums. No guesswork. No "we'll sort out the price on site."
Every item listed. Every hour costed. Every rand justified. πŸ’ͺ

πŸ” Notice what makes this BOQ different:
βœ… Materials and labour separated clearly β€” no hiding margin in a lump sum
βœ… Labour hours broken down per task β€” 8hrs installation, 2hrs inspection, 3hrs commissioning
βœ… Hourly rate stated upfront β€” R480/hr, no surprises
βœ… VSD unit prices noted as estimated market prices β€” transparent caveat included
βœ… Every line item has a quantity, unit price and total β€” nothing hidden
This is exactly the kind of pricing document that wins RFQs, satisfies procurement officers and protects you when the client questions your invoice. πŸ“„

πŸ’‘ The difference between winning and losing an RFQ is not always price β€” it's presentation and transparency.
A procurement officer reviewing 5 quotes will always favour the one that shows its working. Yours should be that quote every single time.

πŸ› οΈ Whether it's electrical, civil, building or mechanical β€” if you have an RFQ to price, I'll build you a professional, itemised BOQ that gives you the best chance of winning.

🎨 Real Work. Real Deadlines. Real Accountability.
This is what a professional Construction Programme looks like β€” and this is what I deliver for every client at ProQuant. πŸ’ͺ

πŸ“‹ Project: Supply Materials, Labour and Paint
🏒 Client: Ms. Alucia Ramatsa β€” Rethabile Mmoho Trading (Pty) Ltd
πŸ“ Site: Khauta West O&M Building
πŸ“„ Contract Ref: RFQ/WBHOKSW-046-26
πŸ“… Duration: 10 Working Days | 18 May – 29 May 2026

This programme was built activity by activity β€” every task assigned, every responsibility named, every working day accounted for across two phases:
βš™οΈ Phase 1 β€” Mobilisation & Pre-Commencement
Safety file submission Β· HSE approval milestone Β· Site induction Β· Scope confirmation Β· Surface preparation Β· Welfare area establishment
🎨 Phase 2 β€” Painting Works
Internal walls β€” primer, PVA coats, finishes Β· 2 painters + 1 labourer Β· Sequenced day by day to hit the 29 May completion date
πŸ“Œ Special condition noted: Final internal coat applied ONLY after electrical commissioning β€” captured directly on the programme, exactly as per the BOQ preamble.

This is the difference between a professional contractor and one who just pitches up on Monday morning hoping for the best.
βœ… Every activity has an ID
βœ… Every person has a responsibility
βœ… Every day has a task
βœ… Every milestone is tracked
βœ… Formatted and ready for client & principal agent submission
No guessing. No surprises. No disputes about who was supposed to do what and when.

πŸ“… Does Your Project Have a Plan β€” or Just a Start Date?
Most contractors I speak to have a start date. A finish date. And nothing in between.
That's not a programme. That's a wish list. πŸ™
And when things go wrong β€” a delayed delivery, a subcontractor who doesn't pitch, rain, municipal inspections β€” a project without a proper programme falls apart fast. Delays cost money. Disputes follow. Clients lose confidence.
A Programme of Works changes everything.

πŸ“‹ What ProQuant's Programme of Works includes:
βœ… Task-by-task activity schedule β€” every trade, in sequence
βœ… Realistic durations based on actual productivity norms
βœ… Critical path identification β€” know which delays actually matter
βœ… Resource & cash flow alignment β€” spend money when you need to
βœ… Milestone & handover dates β€” keep your client informed
βœ… Formatted for client & principal agent submission

⏱️ Why does it matter?
Under JBCC, GCC and NEC3 contracts, your programme is not just a planning tool β€” it is a contractual document. Without an accepted programme:
❌ Your EOT claims have no baseline to measure delay against
❌ Your variation impact cannot be demonstrated
❌ Your client can argue YOU caused the delay
A proper programme protects you before, during and after construction. πŸ’ͺ

You're a contractor building a **double-storey residential extension** in New Germany, Durban.

Midway through construction, the architect calls and says:

*"The client wants to change the kitchen layout, add a whirlpool bath on the first floor balcony and upgrade all windows to aluminium sliding folding doors."*

You say: *"No problem, we'll sort it out."* 🀝

You carry out the work. No written instruction. No signed variation order. No revised pricing.

Project completes. You submit your final account with an additional **R 187,000** for the variations.

The client responds:

*"We never agreed to that price. We're only paying the original contract sum."* 😀

Does the contractor get paid for the variations β€” and what should he have done differently?

No. In most cases, the contractor does NOT get paid** β€” or faces a long, expensive legal battle to recover the money.

Here's why:

Under **GCC, JBCC and NEC3 contracts** β€” the three most common standard forms used in South Africa β€” a variation is only valid when:

❌ It is **instructed in writing** by the principal agent or engineer
❌ It is **priced and agreed** before the work is carried out
❌ It is **captured on a signed Variation Order (VO)** with a revised contract value

The contractor carried out **R 187,000 of work on a verbal instruction.** Without a signed VO, the client's legal team will argue:

- The work was included in the original scope
- The price was never agreed
- No instruction was formally issued

**The contractor loses. Every time.** πŸ’Έ

---

πŸ”‘ **THE LESSON:**

βœ… NEVER carry out varied work without a written instruction
βœ… ALWAYS price the variation BEFORE starting
βœ… ALWAYS get the VO signed by the principal agent AND the client
βœ… Keep a variation order register updated throughout the project

At **ProQuant Construction Estimators**, we price and document every variation order from first principles β€” so you always have a number you can defend.

πŸ“© Got an unpaid VO claim? Call us before it's too late.

You're a contractor tendering for a **proposed 8-unit residential apartment building** in Khayelitsha, Cape Town.

The developer hands you a one-page drawing and says:

*"Just give me a price β€” ballpark is fine."*

You have **no BOQ, no specification, no trade breakdown.**

You quote **R 1,800,000** based on gut feel and past experience.

You win the tender. πŸŽ‰

Construction starts. Three months in, your site foreman tells you:

❌ The suspended first floor RC slab alone cost **R 106,000** in concrete, formwork and reinforcement.
❌ The plumbing and drainage for 8 units came to **R 496,765.**
❌ The masonry and brickwork hit **R 275,885.**
❌ Roofing β€” trusses, tiles, gutters, insulation β€” **R 213,531.**

You're already at **R 1,092,181** and you haven't touched electrical, finishes, joinery, plastering or external works yet.

---

❓ **THE QUESTION:**

**Where did it go wrong β€” and how much did this contractor LOSE on this project?**

---

πŸ’¬ **DROP YOUR ANSWER BELOW** πŸ‘‡

---

βœ… **THE ANSWER:**

The fully priced BOQ for this exact project came to:

**R 2,274,286 (excl. VAT)**
**R 2,615,429 (incl. VAT)**

The contractor who quoted R 1,800,000 **lost a minimum of R 474,286 β€” before VAT.**

That's nearly half a million rand. Gone. πŸ’Έ

**Why did it go wrong?**

Here's what a properly prepared BOQ would have revealed BEFORE tendering:

πŸ“ **12 trade sections** β€” from site clearance to external works
πŸ“ **Every quantity measured** from the drawings
πŸ“ **Every rate built up** from current 2026 market costs
πŸ“ **No surprises** β€” plumbing alone was R 496k, the single biggest cost driver

The contractor who said *"ballpark is fine"* didn't lose the tender.

**He lost the business.** πŸ˜”

---

πŸ”‘ **THE LESSON:**

A BOQ is not a luxury. It is **financial protection.**

βœ… It tells you exactly what to build
βœ… It tells you exactly what it costs
βœ… It protects you against scope creep and variation disputes
βœ… It gives your bank, your developer and your client confidence

At **ProQuant Construction Estimators**, we price every project from first principles β€” trade by trade, item by item, rand by rand.
