HMM remains committed to informing the community of JTG District on the progress of activities to co create a benefit mechanism from sugilite proceeds.

In addition to the recent physical meetings in various communities in the district, we are also sharing relevant information through radio

Kurara FM will be broadcasting a three-part interview series over the next three weeks. During these radio interviews, HMM will provide information on:

• Part 1: Facts about sugilite and HMM's mining right
• Part 2: The co-creation process and the outcomes of the community consultations
• Part 3: The way forward for communities to benefit from the proceeds of sugilite

These interviews are pre-recorded and each series will be aired multiple times in a week.

HMM would like to sincerely thank everyone who attended the community meetings in Bendel and Dithakong yesterday.

We were encouraged by the strong participation, with more than 200 community members attending the two meetings.

We appreciate the time you took to participate, share your views, and provide constructive feedback.

Your input is important to us and will be carefully considered as we determine the way forward.

Following these meetings, and after careful consideration of security and safety concerns, we have decided not to proceed with any additional community meetings.

As a result, no further meetings relating to sugilite will be held.
We remain committed to advancing the process and will now focus on the following next steps:

• Establishing an interim Community Benefit Mechanism through the registration of a Non-Profit Company (NPC)

• Proceeding with the export permit application required to enable the international sale of sugilite

• Separate sugilite from the manganese ore and determine accurate volumes through Mintek’s Minerals Processing Division.
This work will ensure that, once approvals are in place, community benefit can move forward efficiently and transparently.

We thank all community members who have participated throughout this process and look forward to continuing to share updates as progress is made.

HMM remains committed to ensuring that the proceeds of sugilite benefit the wider JTG District community through a co-created benefit mechanism.

In that regard, HMM has received requests from various community members to participate in the community consultations being conducted by Dalberg.

In response, we have agreed to hold a few final community meetings within the JTG District from 2–4 June.
The meeting dates and venues will be confirmed and shared on Monday, 1 June.

HMM would like to ensure that the JTG community benefits from sugilite proceeds as soon as feasibly possible. Our focus for the next few months is to:

1. Establish a Community Benefit Mechanism through the registration of a Non-Profit Company (NPC) as informed by the recent community engagements. It will initially have interim directors.

2. Proceed with the export permit application through the Department of Minerals and Petroleum Resources (DMPR) and the International Trade Administration Commission (ITAC) to enable international sales of sugilite.

3. Separate sugilite from the manganese ore and determine accurate volumes through Mintek’s Mineral Processing Division.

This work will ensure that, once all approvals are in place, the process of community benefit can move forward efficiently and transparently.

HMM remains committed to working with the JTG community to ensure that the benefits from sugilite are managed in a fair, transparent, and sustainable way for the benefit of all.

Community Consultation Process

Dalberg has completed a five-month consultation process on the development of a Community Benefit Mechanism through which the proceeds of sugilite would benefit the JTG District communities.

During this process, over 2,100 community members were engaged across multiple locations and through six different data collection methods.

We had intended to hold co-creation workshops in each local municipality and a joint one for the district, however, the 3 local municipality co-creation workshops were disrupted.

We would like to share some of the key outcomes of the consultation process which provided valuable insights that will inform the next steps.

Key outcomes from the consultations include:

•A majority (61%) of participants prefer a new structure, due to concerns about governance, potential corruption and other risks in existing structures
•Strong support for a community-led, HMM-supported model
•A clear emphasis on transparency, accountability, capable leadership, and inclusive participation

HMM is carefully considering these inputs and will continue engaging with communities to finalise the next steps through:

HMM’s Position on Sugilite and Community Benefit

HMM’s mining right (Reference no NC253MR) includes the right to sugilite. HMM can mine and dispose of sugilite as part of its business operations.

Our position --that the proceeds of sugilite should benefit the broader JTG community, not individuals remain.

HMM has made a voluntary business decision to benefit the JTG community with the potential proceeds of sugilite over and above our Social and Labour Plan (SLP) commitments.

To ensure that the community has a meaningful voice in how these benefits are managed, we appointed an independent organisation, Dalberg, to facilitate the co-creation process with JTG stakeholders. Dalberg has been conducting various consultations within the JTG communities since July 2025.

We will be sharing the outcomes of these consultations in the next post.
