Tender Pricing Struggles

With over five years immersed in South Africa’s fast-paced construction sector as a Quantity Surveyor and Estimator, I’ve spent countless hours pricing tenders, building detailed programmes, forecasting cash flows, and managing the full tender administration cycle. The work is incredibly satisfying as someone who loves helping turn concepts into tangible infrastructure that supports communities and economies. However it comes with persistent, real-world challenges that test even the most experienced professionals.

1. Economic Volatility and Material Price Fluctuations

South Africa’s economy is no stranger to ups and downs, and as an estimator, this hits hard. Steel, cement, and other key materials can see price hikes of 20-30% within months due to global supply chain disruptions, currency fluctuations, or local events like load-shedding impacting production. I remember a recent tender where I had to revise my estimates three times because of sudden fuel price surges affecting transportation costs. The challenge? Balancing accurate pricing without over-inflating bids, which could make us uncompetitive. It’s a constant juggle to forecast these variables while ensuring projects remain viable.

2. Complex Tender Processes and Administrative Burdens

Tender admin is my bread and butter, but the bureaucracy can be overwhelming. In SA, tenders often require mountains of paperwork to comply with regulations like the CIDB grading, BBBEE scorecards, and tax clearances. Delays in submissions due to incomplete docs or last-minute changes from clients are common pitfalls. Plus, the competitive nature means we’re up against razor-thin margins. I’ve lost count of the times we’ve poured weeks into a bid only to be undercut by a fraction. And let’s not ignore the elephant in the room: corruption and irregular tender awards, which erode trust and fairness in the industry.

3. Adopting Technology Amid Resource Constraints

The industry is evolving with tools like BIM software and AI-driven estimation platforms, which I love exploring to streamline my work. However, many firms especially smaller ones, lag in adoption due to high costs or resistance to change. Training teams on new systems while meeting tight deadlines adds another layer of stress. Personally, I’ve invested time in upskilling, but integrating these into traditional workflows without disrupting operations remains a hurdle.

Despite these challenges, what keeps me going is the impact we make. The building infrastructure that drives economic growth and creates jobs. I’ve learned to lean on robust risk assessments, strong supplier relationships, and continuous learning to stay ahead.
