In this region water is not a service you connect. It is a material you plan, cost and haul, like stone or cement.
Compaction depends on moisture content sitting near a specific optimum. In a dry climate the material arrives well below it and has to be brought up, which means water has to be on site in the right quantity at the right time. If it is not, the layer cannot reach density regardless of how many roller passes are added, and the work stops or the result is quietly accepted below specification.
So the water cart, the source, the haul distance and the turnaround time are programme items. On a remote site they are among the more important ones, and they belong in the price rather than appearing as a surprise.
ISH plans water supply as part of the earthworks method, because in the Northern Cape that is where the layer either reaches density or does not.
In an arid province, the thing that most often stops earthworks is the absence of water.
