In this region water is not a service you connect. It is a material you plan, cost and haul, like stone or cement.

Compaction depends on moisture content sitting near a specific optimum. In a dry climate the material arrives well below it and has to be brought up, which means water has to be on site in the right quantity at the right time. If it is not, the layer cannot reach density regardless of how many roller passes are added, and the work stops or the result is quietly accepted below specification.

So the water cart, the source, the haul distance and the turnaround time are programme items. On a remote site they are among the more important ones, and they belong in the price rather than appearing as a surprise.

ISH plans water supply as part of the earthworks method, because in the Northern Cape that is where the layer either reaches density or does not.

In an arid province, the thing that most often stops earthworks is the absence of water.

A pipe rarely fails because the pipe was wrong. It fails because of what was placed around it.

A buried pipe and the soil around it work as one system. The bedding under the pipe gives it continuous, even support so the load is spread along its length instead of concentrating at high points. The haunching, the material worked in under the curve of the pipe on both sides, is what stops it deforming when the trench is backfilled and compacted above. Leave a void in the haunch zone and the pipe carries the backfill load across an unsupported section.

None of this is visible once the trench is closed. It is inspected while it is open or it is not inspected at all.

ISH inspects bedding and haunching before backfill, on every run.

The pipe is the cheap part. The support around it is what determines whether it lasts.

Placing a layer thicker to save a pass is the most common shortcut in earthworks, and it is self defeating.

Compaction effort does not reach all the way down through an over thick lift. The top of the layer takes the roller and reaches density, and the bottom of it does not, so the test taken near the surface can pass while the material underneath stays loose. The layer has been signed off and the weakness has been sealed in under the next one.

That is why lift thickness is specified along with the density. The two figures work together, and satisfying one while ignoring the other produces a result on paper and a defect in the ground.

ISH places layers at the specified thickness. A layer that goes down properly the first time is faster than a layer that has to be found and fixed later.

There is no version of rushing a layer that saves time. There is only the version where the cost arrives later.

Two percentage points sounds like a rounding difference. In a pavement layer it is the difference between a road that lasts and a road that deforms.

Layer densities are specified as a percentage of a laboratory maximum, and each layer in a pavement carries its own figure because each one does a different job. The specification is not an aspiration to get close to. It is the value the design assumed when it calculated how the structure distributes load. Build a layer below its specified density and the structure above it is now carrying more than it was designed to carry, in a place nobody can see.

The failure does not appear immediately. It appears as rutting and cracking under traffic, years later, and by then the layer responsible is under everything else.

ISH builds layers to the specified density and records the result for each one.

The specification is not the target to negotiate down to. It is the number the design depends on.

A layer that looks compacted and a layer that is compacted are not the same layer, and you cannot tell them apart by walking on it.

Compaction has a defined optimum. For a given material there is a moisture content at which it reaches its maximum dry density under a given effort, and that relationship is established in a laboratory before the layer is placed. Too dry and the particles will not move into position no matter how many roller passes you add. Too wet and the water holds the particles apart. The roller is not the variable people think it is. The water is.

Which is why the result is measured in position, against that laboratory figure, rather than assessed by eye.

ISH tests layers against the specified density and does not build on a layer that has not passed.

If it was not measured, it is not a result. It is an impression.

Two clients build the same structure from the same drawings, and the foundations cost different amounts. Neither of them was overcharged.

The structure above ground is identical, so the load is identical. What is not identical is the ground receiving it. One site reaches competent material at nine hundred millimetres. The other has loose material to well over two metres and has to go deeper, or be treated, or be designed to spread the load differently. Same building, different ground, different answer.

This is worth understanding before comparing two quotes, because a foundation figure on its own tells you very little. What tells you something is what each contractor found and what each one assumed.

ISH shows the client the profile that drove the foundation design, so the number has a reason attached to it rather than arriving on its own.

Compare the reasoning, not just the rate.

Nobody decides how deep a foundation goes. The ground decides, and the engineer confirms it.

Founding level is set where a stratum is reached that will carry the load the structure imposes, without settling more than the structure can tolerate. That depth is whatever it turns out to be. It is not rounded to a convenient figure, and it is not shortened because the excavation is taking longer than planned.

This is the point where an engineer and an optimist part company. The optimist stops at the level that suits the programme. The engineer keeps going until the material underneath is the material the design assumed, and confirms it in the pit before anything is cast.

ISH confirms founding level in position, against the design, before concrete is ordered.

Everything above ground is carried by a decision made below it.

A trench does not collapse because someone was careless. It collapses because the ground was wetter than the plan assumed.

Water changes soil behaviour completely. Material that stands vertically when dry will run when saturated, and the face that looked stable at the morning inspection can fail by afternoon after rain or a leaking service. Depth is not the only factor either: shallow trenches kill people, because a cubic metre of soil weighs well over a tonne and a person only has to be buried to the chest.

So the decision about shoring, battering or benching belongs to the ground conditions on that day, assessed by a competent person, and it is reassessed when conditions change. It never belongs to how far behind the programme is.

ISH does not send a person into an unsupported excavation to save a day. Stop Work Authority applies to everyone on site, at every level.

The programme can be recovered. Nothing else on that list can be.

The damage expansive clay does is almost never visible at handover. It appears in the second or third year.

Active clays change volume with moisture. They swell when they take water up and shrink when they dry out, and in a climate with a hard wet and dry cycle that movement repeats every year. The structure above does not move evenly with it, because one corner of a building is shaded, another drains differently, and a leaking service line wets one zone and not the others. That difference is what opens cracks.

The controls are known: identify the material, found below the active zone or design a stiffened raft that moves as one, and manage water away from the structure for the life of it.

ISH identifies active material during investigation and designs for the movement rather than hoping the season is kind.

A structure is not finished when it is handed over. It is finished when it is still straight in five years.
