Eskom is in a mess. Why don’t they except solar and scale the utility down to lower their overhead costs.
This is what happened in Germany.

Germany’s Electricity Feed-in Act (Stromeinspeisungsgesetz) came into force on 1 January 1991. It required utilities to connect renewable generators to the grid and purchase their electricity, creating the legal and economic basis for grid-tied PV systems and inverters to export power.

However, the technology itself was appearing slightly earlier:

* Research and prototype grid-connected photovoltaic inverters were being developed in the late 1980s in Germany and elsewhere in Europe.
* Commercial grid-connected PV inverter companies such as German manufacturer KACO were active by the early 1990s, and transformerless grid-tie inverter technology emerged during the 1990s.
* Widespread residential deployment did not take off until after the stronger Renewable Energy Sources Act (EEG) and feed-in tariff system introduced in 2000, which made exporting solar power highly attractive economically.
