If I was president of zambia for one day on Cholera crisis. I would shut down country for 2 Days and declare the 2 days for cleaning the whole country( compounds, peri urban and urban areas) every home to start cleaning. Supervised by the Army. Provide Tipper trucks from ZNS and the councils national wide collecting gabbage.
Just @ 19:00hrs I revive the laws that talks about throwing gabbage and warning citizenry of the consequences.

Then, Schools. pupils to clean with helpers and genitors.
Companies to provide bins and cleaning materials.

Then see what will happen, citizenry will have a trigger of changing there minds set.

If this can’t work then I will resign and shift to Matero.
