People replace windows first because windows are the part of the house you can see. The attic is the part you can't, which is exactly why it gets left.

Heat rises. If the ceiling isn't sealed and insulated properly, every other upgrade is working against a hole in the top of the building. Start at the top. It's also the cheapest place to start, and the one most likely to show up on your next heating bill.

Nobody buys insulation for the quiet. It's just the part people bring up afterward.

Air sealing is why. The same gaps that let heat out let sound in, so when you seal a house properly you get both. The furnace becomes background noise. Upstairs footsteps stop carrying. The road gets further away.
