About 600,000 people in the UK have epilepsy, and up to 1 in 4,000 have photosensitive epilepsy (PSE), where flicker and high contrast patterns can trigger seizures. The Harding-equivalent approach is clear: keep flashing within 3 Hz and control luminance change, and remember that 50 Hz mains and poorly driven LEDs can still fall in the sensitive zone.
