🏗️ Got a development in the pipeline? Let's talk utilities.

Electricity, gas and water connections are a key part of any development programme, but are they being considered early enough?

Getting the right people involved at the right stage can make a real difference to how smoothly a project progresses.

Whether you're at feasibility stage, working through design or preparing to start on site, it's worth getting clarity on:

⚡ What utility infrastructure is required?

💧 Where are the existing networks and connection points?

🔥 What approvals, designs and timescales need to be considered?

🏗️ How will utility works fit into the wider construction programme?

At AIS Utilities, we work with developers and contractors to help answer these questions and coordinate the next steps.

Have a residential, commercial or industrial development coming up?

Get in touch early. A quick conversation now could help identify potential challenges before they impact your programme.

“What actually is an ICP — and why should a developer care?”

An Independent Connection Provider (ICP) can carry out contestable works for new electricity connections, giving developers and contractors an alternative route for delivering key elements of their connection.

But choosing an ICP isn’t just about having another option.

The right connection strategy can also create significant cost-saving opportunities for a development.

At AIS Utilities, we look at the connection commercially as well as technically — from design through to delivery.

⚡ Design — looking for efficient, buildable solutions before unnecessary cost gets designed into the scheme.

🏗️ Build — coordinating contestable works, civils and infrastructure around the wider construction programme.

🔌 Connect — managing the connection journey towards energisation and reducing the risk of utilities becoming a programme problem.

Working across electricity, gas and water also gives us the opportunity to coordinate utilities together, rather than treating each connection as a completely separate package.

The potential saving will always depend on the project, network requirements and commercial arrangements — so we wouldn't promise a headline percentage.

But on a major development, challenging the default connection strategy can have a substantial impact on both capital cost and programme risk.

So perhaps the better question isn’t:

“How much is the connection?”

It’s:

“Have we explored the most commercially efficient way to deliver it?”

Developers and QSs — how early are utility connection costs being challenged on your projects?

“Can’t we just move the substation?”

Five words that can start a much bigger conversation.

On a development, a substation isn’t just a box to find space for once everything else has been designed.

Its location can interact with the electrical design, cable routes, access arrangements, land requirements, civils and the wider site layout.

And that means the “perfect” location from one discipline’s perspective might create a problem for another.

This is where getting your ICP involved in the design conversation can really matter.

At AIS Utilities, we’d rather have those discussions while there are still options on the table — with the developer, design team and wider project team around the same problem.

Because utility infrastructure needs to work electrically.

But it also needs to work as part of the development.

Here’s one for the developers, architects and PMs:

What usually wins the battle for substation location on your projects — technical requirements, planning, aesthetics, access… or available space?

The substation isn’t late......The utility strategy was.

On a development programme, electricity can look like something that gets dealt with once the site is moving.

That’s where problems can start.

Before anyone is thinking about energisation, there are bigger questions to answer:

→ What capacity does the development actually require?
→ Where is the Point of Connection?
→ What part of the works is contestable?
→ Who is delivering the connection infrastructure?
→ What approvals and third-party interfaces sit in the programme?
→ Does the proposed substation and cable route actually work with the site layout and build sequence?

For developers and contractors, the important bit isn’t simply who installs the cables.

It’s whether the connection strategy has been properly integrated into the construction programme.

At AIS Utilities, that’s the conversation we want happening early — when there’s still time to make good decisions rather than work around problems.

When does utilities planning normally enter the conversation on your projects — early design, pre-construction, or once you’re already on site?

The regional network operator doesn’t have to be your only option.

An ICP like AIS Utilities can deliver the contestable elements of your connection — but the real difference for a developer or main contractor can be how that connection is managed around the project.

At AIS Utilities, we don’t just look at getting infrastructure into the ground. We look at how utilities fit into the commercial and construction reality of the development.

That means:

• Engineering designs to identify smarter, more buildable solutions
• Flexible programming around your wider construction schedule
• Multi-utility coordination across electricity, gas and water
• Clear communication with people who actually know your project
• Design and delivery expertise working together rather than in isolation
• A team focused on your programme, commercial pressures and end goal

The regional network still plays an essential role, and certain works remain non-contestable.

But for the elements that are contestable, you don't necessarily have to accept the default route.

AIS gives developers the facts, backed by a wealth of expertise and knowledge — with a team built around delivering the project, not just the connection.

Are you exploring the ICP route early enough on your developments?

**Some of the best work we do isn’t always on site.**

Because our design team spotted it first.

The clash that needed resolving.

The route that needed another look.

The detail that didn’t quite work.

The question nobody had asked yet.

At **AIS Utilities**, we’re fortunate to have a design department that understands something important:

**A utility design isn’t finished just because the drawing is finished.**

It needs to be practical. Buildable. Coordinated. And it needs to make sense for the people who eventually have to deliver it.

Our designers work through the detail, challenge where necessary and collaborate with the wider project team to solve problems as early as possible.

They probably won’t thank us for putting the spotlight on them…

But when a project reaches site and the design simply **works**, their value becomes pretty obvious.

**Great design can be almost invisible.
Problems caused by poor design rarely are.**

So, a little credit where it’s due — to the people behind the drawings at AIS.

Project managers and site teams: **what separates a good utility designer from a great one?**

The biggest misconception about the ICP world?

That utility connections are mainly a construction problem.

They’re not.

More often than not, the biggest risks are created long before anyone arrives on site.

Network capacity.
Load requirements.
Design approvals.
Adoption requirements.
Wayleaves and permits.
Programme coordination.

Get these right early and the physical connection can be relatively straightforward.

Get them wrong, and a development can reach the point where buildings are progressing — but the infrastructure needed to serve them isn’t.

That’s why we believe the real value of a good Independent Connection Provider isn’t simply installing cables, pipes and infrastructure.

It’s creating certainty earlier in the programme.

At AIS Utilities, we work across electricity, gas and water as a fully accredited multi-utility ICP, giving our team visibility across the complete utility strategy rather than treating each connection in isolation.

That means asking the important questions early:

→ Is sufficient network capacity actually available?
→ Are the proposed loads realistic?
→ Can the design be adopted?
→ Are different utilities competing for the same space?
→ What approvals could affect the critical path?
→ Can civils and utility programmes be coordinated more efficiently?

Because in utilities, solving a problem on a drawing is almost always easier than solving it in the ground.

The best connection strategy starts well before the connection.

That’s a lesson the ICP world teaches you very quickly.

⚡ Contestable vs Non-Contestable Works – What’s the Difference?

When planning a new electricity connection, understanding who can carry out each element of the work can make a real difference to your programme, costs and overall project delivery.

As an accredited Independent Connection Provider (ICP), AIS Utilities can undertake a wide range of contestable works, potentially including:

🔹 Electrical network design
🔹 Procurement and supply of materials
🔹 LV and HV cable installation
🔹 Excavation, trenching, ducting and reinstatement
🔹 Cable jointing and terminations
🔹 Substation, transformer and switchgear installation
🔹 Civil engineering works
🔹 Testing and commissioning
🔹 Project management and DNO coordination
🔹 Certain point-of-connection activities, where permitted

The precise scope depends on the project, voltage level, and the relevant DNO’s requirements. Certain non-contestable activities remain the responsibility of the local Distribution Network Operator (DNO).

At AIS Utilities, we manage the process from design through to energisation, working closely with the DNO to help keep your connection safe, compliant and moving forward.
