This article delves into the challenges of implementing robust child safety measures across the tech ecosystem. It examines how and why Big Tech's concerns and responsibility-shifting tactics have created a "pass the parcel" scenario, hindering effective safeguards.

By drawing parallels with new cybersecurity regulatory frameworks, including NIS2, DORA, the Cyber Resilience Act, and the Product Liability Directive, the article proposes a systemic, cross-regulatory approach to break the cycle of inaction and create a safer and more cyber-resilient online environment.

Two seemingly unrelated behaviors—asking a stranger to buy alcohol and faking one’s age online to access adult content—highlight this reality.
