Paying for Materials on Site

Be careful when paying for materials that are not yet built into the works.

If a contractor requests payment for materials on site, the QS checks that the materials are for the project, properly delivered, securely stored, protected against damage, and supported by proof of ownership and insurance where required.

Materials on site should not be certified simply because they are lying on site.

Extension of Time Claims

Not every delay is the contractor’s fault.

If a contractor is delayed by events beyond their control, such as exceptionally bad weather, late information, or other qualifying causes under the contract, they may submit an Extension of Time claim.

The Principal Agent and QS assess the claim carefully to determine whether extra time is justified and whether there are cost implications.

A proper EoT assessment protects both parties from unfair penalties or unsupported claims.

The Retention Fund

Retention is a financial safeguard built into many construction contracts.

A portion of the contractor’s payment is held back during the project, often up to 5% of the contract value, depending on the contract terms.

This retention is usually released in stages, with the final portion released after the defects liability period, once the contractor has attended to the required snags or defects.

It is not a penalty. It is protection for proper completion.

Changes happen on almost every construction project.

A variation is any authorised change to the design, quality, quantity or scope of the work. The QS assesses these changes using the tendered rates in the BoQ where applicable, or a fair valuation where necessary.

This ensures the client is not overcharged and the contractor is paid fairly for legitimate additional work.

Cash flow is king in construction.

A contractor is usually paid through monthly Interim Payment Certificates. These certificates should be based on the actual value of work properly executed on site, not simply on what the contractor asks for.

The QS checks the progress, values the work, accounts for previous payments, retention, materials on site where applicable, and any approved variations.

This helps prevent overpayment and keeps the project financially controlled.

At early design stage, a Quantity Surveyor can prepare an Elemental Cost Estimate by breaking the building into cost elements such as substructure, superstructure, roof, finishes, services and external works.

This helps the client and design team understand whether the project is financially realistic before too much time is spent on detailed design.
