The new Granny Flat policy is now in operation.
The new government policy (as of 15 January 2026) exempts small standalone dwellings (Granny Flats) from building consent requirements, making them easier to build while maintaining safety and code compliance.
Key features:
• Applies to new, single-storey, standalone dwellings up to 70m2.
• No building consent required if all exemption conditions are met.
• Restricted building work must be carried out or supervised by Licensed Building Practitioners (LMPs)
• Homeowners must notify the council before and after construction, apply for a Project Information Memorandum (PIM) and submit required documentation with 20 working days of completion.
• All work must comply with the New Zealand Building Code.
Depending on the site-specific circumstances for the proposed granny flat, homeowners may be able to use the building and resource consent exemptions.
