The Department of Energy (DOE) Undersecretary Rowena Cristina L. Guevara and the Department of Agriculture (DA) Undersecretary Roger V. Navarro, together with TransCo President Fortunato โ€œAtoyโ€ C. Leynes, met on 13 May 2026 to advance a landmark collaboration integrating ๐ซ๐ž๐ง๐ž๐ฐ๐š๐›๐ฅ๐ž ๐ž๐ง๐ž๐ซ๐ ๐ฒ ๐ข๐ง๐ญ๐จ ๐ญ๐ก๐ž ๐š๐ ๐ซ๐ข๐œ๐ฎ๐ฅ๐ญ๐ฎ๐ซ๐ž ๐ฌ๐ž๐œ๐ญ๐จ๐ซ.

The agencies discussed the development of a specialized Green Energy Auction (GEA) program focused on Agrisolar, Floating Solar, and Solar-on-Stilts technologies, which enable the simultaneous production of food and energy. The meeting also explored the use of transmission lines near underutilized fishponds to support grid connectivity, and resulted in the creation of a Technical Working Group (TWG) to prepare the necessary instruments for the auction before year-end.

Beyond solar, the partnership also covers a pilot project using biomass reactors to convert livestock manure into fertilizer and energy, as well as the proposed amendment of Joint Administrative Order (JAO) 2008-1 to align policy with current developments in renewable energy and agriculture.

This inter-agency initiative underscores the shared goal of strengthening both energy security and food security for the Filipino people.
