New York Finalizes Drone Framework in State Budget

Last week, New York lawmakers approved a state budget that creates a new legal and operational framework for drone use across the state.

During budget negotiations, VAI Northeast U.S. Regional Representative Josh Rousseau worked with the New York State Business Council and other partners to support Gov. Kathy Hochul’s proposal and oppose provisions that would have created significant operational burdens for compliant, FAA-authorized businesses and users.

Thanks to VAI’s advocacy efforts, the final language preserves key exemptions for drone operations conducted under federal rules, protecting operational flexibility, supporting affordability, and avoiding conflicting state-level restrictions.

VAI will continue working with state partners and stakeholders to support effective implementation and advance responsible, forward-looking drone policy.

Rick Kenin, VAI Chairman, joined the EHA delegation at Helico 2026 this past week. The two-day event featured an industry day for aviation professionals followed by a free public airshow.
Saturday offered plenty of networking, static displays, and flying stories.
Sunday’s airshow drew more than 27,000 spectators and showcased helicopters across nearly every mission area, including HEMS, military, firefighting, law enforcement, aerial application, long-line operations, tourism, and aerobatics.
What a great opportunity to strengthen friendships with our EHA colleagues and showcase vertical aviation to the public!
