On Friday May 22nd, the Contracting Company Hampton Roads Express Lanes Segment 4C ( ) Team participated in the Elizabeth River Trail Beautification Day. Our Team assisted The Elizabeth River Trail Foundation and Norfolk Master Gardeners with invasive species/Phragmite removal in the Chelsea area of the trail. It was a great experience to participate in this important beautification and maintenance Project!

Congratulations to team member, Nicole Campbell, for graduating from the 2026 Heavy Construction Contractors Association (HCCA) Leadership Institute (HLI). Each year this program is only offered to 12 participants. It offers them a unique view of the construction industry, helps each student strengthen their communication and public speaking skills, and gives them an opportunity to lead and complete a community service project.

A Groundbreaking Ceremony to kickoff construction for the Devlin Road Widening project was held on April 24, 2026, with officials from Prince William County Government, Virginia, Virginia Department of Transportation (VDOT), Northern Virginia Transportation Alliance (NVTA), Rinker Design Associates, LLC, and Shirley in attendance. The project will widen Devlin Road from a 2-lane undivided to a 4-lane divided roadway between Jennell Drive and University Boulevard with raised medians, curb and gutter, sidewalk, and a shared use path. Soundwalls on top of retaining walls will also be constructed. Work is scheduled for completion by mid-2028.

On May 1st, a Groundbreaking Ceremony was held for the Route 7 & 690 Interchange Project to signify the project's official kickoff. Representatives from Loudoun County, Shirley, Dewberry, other local officials, and the general public were in attendance.

The Project, located in Purcellville, Virginia, modifies the existing Route 690 (Hillsboro Road) overpass of the Route 7 Bypass to construct a grade-separated barbell-style interchange. Work consists of adding a new bridge over Route 7, roundabouts on either side of the bridge, acceleration/deceleration lanes at Route 7, and widening of Route 7 and its two bridges over Catoctin Creek. Project completion is scheduled for 2028.

What an incredible evening at the Heavy Construction Contractors Association's annual HCCA Safety & Infrastructure Awards Banquet! We are thrilled to announce that Shirley Contracting Company, LLC walked away with three major honors tonight at the Chantilly National Golf and Country Club.

These awards are a testament to our team’s relentless commitment to safety, innovation, and delivering critical infrastructure ahead of schedule.

🚛 Safety Award for Trucking Operations over 26,000 GVW and between 500,000 and 1,000,000 miles
Safety isn't just a priority; it’s our culture. We are honored to receive the Trucking Safety Award, recognizing our team’s dedication to maintaining the highest standards on the road and protecting our most valuable asset—our people.

🌉 Rockland Road | Excellence in Infrastructure ($10M-$20M)
This project solved a major safety bottleneck in Front Royal by replacing a dangerous at-grade crossing (averaging 25 trains a day!) with a new 220-foot, 3-span bridge.

The Shirley Edge: Through proactive coordination with Norfolk Southern, our team opened the bridge to traffic nearly five months early, significantly improving safety for the local community and the Virginia Inland Port.

🛣️ I-495 Express Lanes Northern Extension (NEXT) | Excellence in Infrastructure (>$100M)
As a lead subcontractor to Lane Construction on this massive 2.5-mile extension, we tackled everything from complex phasing to the construction of seven new bridges.

The Scope: From Big Beam Weekend to overcoming changes and challenges, this project transforms regional mobility and provides vital new access to the Dulles Toll Road and George Washington Memorial Parkway.

A huge thank you to the Heavy Construction Contractors Association (HCCA) for the recognition, and to our incredible partners, subcontractors, and hardworking crews who make these achievements possible.

Huge shoutout to our 4 Shirley teams who spent our annual Week of Service with Mobile Hope in Leesburg, VA! We built several new workstations, organized tools for their future trade school, and we tagged items for their thrift store (Graffiti and Silk)—all to help local homeless young adults thrive. 🏗️👟
