A permit fee that jumps 900% isn't a rounding error. It's a new line in your 2027 budget.

North Dakota is proposing to overhaul its LoadPass permit formula: instead of charging by gross weight, fees would be calculated from individual axle weights and estimated road damage. For some specialized heavy equipment hauls, like workover rigs, the proposed increases run past 900%. A tentative start date of January 1, 2027, with an industry open house scheduled for Oct. 29.

Whether or not you ever haul through North Dakota, watch what happens here. When one state rebuilds its fee formula around actual road damage, others take notice, and permit costs become a moving number instead of a fixed one.

What that means for contractors: the transport quote you got in October may not be the quote you get in February. If a project plan hinges on moving oversized or overweight equipment in 2027, get the haul scoped and permitted before the fee structure shifts underneath it.

A bridge that didn't exist when the permit was pulled can stop a load cold.

The infrastructure boom is a double-edged sword for heavy haul. New overpasses, wider interchanges and active work zones are changing clearances on corridors that were legal last year. Heavy Lift's October feature on navigating the construction maze put a number on it: carriers are hitting obstructions on routes that were fine when the permit was originally granted.

Last month a forklift loaded too tall clipped a Loop 250 overpass in Midland. Driver charged, bridge structurally damaged, corridor shut down. That's the cost of measuring the machine and not the loaded height.

On Oct. 22, Indiana State Police ran a focused patrol targeting oversize loads operating outside their authorized travel hours, like a daylight-only permit running after dark. Auction season is heavy-haul season.

With used construction equipment values at five-year lows, more contractors are finding deals at auction, and some machines can’t load themselves. Sandhills Global reported Oct. 12 that wheel loader, crawler dozer and telehandler values declined for a fifth straight month. ENR reported August auction values were down 18% compared with 2024.

Weight limits can change from state to state, and old assumptions can put a heavy move off track.

Land Line reported Oct. 15 that Massachusetts is raising its superload threshold to 199,000 lbs, while Louisiana has launched a full review of its oversize/overweight permitting process.

For cross-state and Gulf-region moves, that’s a reminder to check current thresholds, permit rules and routing requirements across every state on the route. What worked on the last haul may not apply to the next one.

A single oversize haul can need a city permit, county permit, and state permit, and they may not line up.

Texas is looking at that patchwork. The Texas Transportation Commission has proposed repealing existing Chapter 28 sections and adding new Sections 28.150-28.170 to consolidate and streamline local authority for oversize/overweight permits. Public comment is open until 5:00 p.m. on November 9, 2026.

A valid permit doesn't keep your load moving. The driver does.

Since June 25, 2025, failing the English language proficiency requirement in 49 CFR 391.11(b)(2) has been an out-of-service violation under the CVSA North American Standard Out-of-Service Criteria. On August 10, 2026, FMCSA proposed codifying it: a driver who can't read or speak English well enough to answer an officer or understand traffic signs gets placed out of service on the spot. The only exception is a trip that stays entirely inside a U.S.-Mexico border commercial zone, and it ends the moment that trip doesn't. Public comment on the proposal closed October 9.

For an oversize or overweight move, that is not a compliance footnote. A permit load goes out of service mid-route and there is no detour around it. The truck parks. The travel window can expire while it sits there, and a missed window means re-filed permits across every jurisdiction on the route. Pilot es**rts are already staged and on the clock.
