(HCM) is a small minority-owned firm specializing in program, project and construction management services including cost estimating, and scheduling. The firm was founded in May 2012 by Roosevelt Hattin, PE, CCM. Hattin and each of its senior principals bring over 30 years of experience in the construction industry. HCM's head office is in Oakland, CA; other locations include Cherry Hill, NJ; and Washington, DC.
