The firm was founded in May 2012 by Roosevelt Hattin, PE, CCM. Hattin and each of its senior principals bring over 30 years of experience in the construction industry. HCM's head office is in Oakland, CA; other locations include Cherry Hill, NJ; and

This 81,000‑GSF mixed‑use building is undergoing major renovations, including architectural upgrades, roofing and waterproofing improvements, and structural, mechanical, electrical, and plumbing enhancements. The project covers the basement and first three floors—home to theater spaces, studios, classrooms, and offices—while floors four through six house 75 residential studio units. As part of Alameda County’s ongoing SRJ Capital Improvement Program—developed in coordination with the County Administrator’s Office, General Services Agency, Public Works Agency, and Community Development Agency—HCM supported modernization efforts involving alterations, additions, and improvements to existing jail facilities. HCM is currently providing construction administration and management oversight services to Delaware State University on a range of campus upgrades and renovation projects, including the Kirkwood Highway Computer Lab, The Village #3 Dome Replacement, Courtyard Maintenance, Repair, and Conditions Assessment, the Implementation Plan for DSU Department and Program Relocation to the Wesley Campus, as well as additional campus‑wide improvements.

Marin City Health & Wellness Center Update
HCM served as Construction Manager for the redevelopment of a 4,000‑sq‑ft building into new medical and dental suites on a 28,000‑sq‑ft parcel, providing on‑site construction management, cost estimating, and scheduling services. From October 4, 2021 to March 31, 2024, our team maintained strong budget control, effective scheduling, and clear communication while working closely with the surrounding community. Despite COVID‑related challenges—including delays in procuring essential equipment such as a Siemens generator and PG&E utility service—we kept stakeholders informed and proactively coordinated with suppliers and PG&E to minimize impacts and keep the project moving forward.
