About Cross Country Land Services (CCLS)
Cross Country Land Services is an agile, HUBZone-certified Veteran-Owned Small Business (VOSB) general contractor specializing in heavy civil site ex*****on, land clearing, mass earthmoving, underground utility trenching, and environmental stewardship across New England.
Rather than competing in low-bid public "dirt auctions," CCLS leverages specialized low-ground-pressure (LGP) heavy machinery, 100% DEP-certified field personnel, OSHA 30 leadership, and set-aside credentials to win high-margin, high-compliance civil infrastructure projects.
Position Overview
We are seeking a forward-thinking, tech-fluent Civil Project Manager & Estimator to serve as a key operational bridge between pre-construction bidding and profitable field delivery.
In this dual-capability role, you will evaluate and price selective RFPs, perform quantity takeoffs, establish production budgets, and manage multi-site ex*****on through experienced site foremen. You will actively embrace modern operational software, digital tools, and AI-driven workflows to eliminate administrative drag, accelerate proposal turnaround, and protect project margins.
As project backlog scales, this ground-floor leadership position offers a direct path to transition out of daily estimating and lead expanded company-wide field operations.
Key Responsibilities
* Targeted RFP Bidding & Pre-Con Strategy:
- Analyze engineered plan sets, civil specifications, topographies, and RFP packages to perform accurate quantity takeoffs and cut/fill balances.
- Develop competitive, high-accuracy production quotes across our current 5-state market footprint, factoring specialized equipment cycle times, localized labor rates, material sourcing logistics, and subcontractor pricing to maximize proposal throughput and protect project gross margins.
- Utilize modern digital tools and AI-assisted workflows to accelerate proposal preparation, risk analysis, and contract reviews.
* Multi-Site Project Delivery & Delegation:
- Own awarded civil projects from contract ex*****on through closeout—managing schedules of values, material procurement, submittals, and progress billings.
- Direct multi-site operations by delegating daily tasking to site foremen, setting clear production targets, and holding crews accountable to project timelines.
- Conduct site visits across active regional jobs to verify production rates, resolve site obstacles, and protect project gross margins.
* Technology & Workflow Leverage:
- Champion AI tools and modern administrative software to streamline daily logs, crew scheduling, field reporting, and client communication.
- Continuously identify opportunities to automate administrative tasks to keep focus centered on field ex*****on, safety, and profitability.
* Safety, Cost & Profit Discipline:
- Enforce zero-compromise adherence to OSHA 30 safety protocols, EPA/DEP Erosion & Sediment Control standards, and CCLS biosecurity decontamination practices across all active job sites.
- Track real-time job costs against estimated production rates to defend project profitability.
Qualifications & Requirements
* Experience: 5+ years currently working in heavy civil site ex*****on, mass earthmoving, or utility trenching as a Project Manager, Estimator, or Project Engineer.
* Technical Quoting Skills: Proven ability to read engineered blueprints, calculate earthwork cut/fill balances, perform quantity takeoffs, and price civil proposals accurately.
* Tech & AI Fluent: High comfort level adopting digital software tools and AI-driven workflows to maximize personal productivity and operational speed.
* Driven & Self-Directed: Autonomous problem-solver who takes complete ownership of project margins, schedule deadlines, and site standards.
* Multi-Site Leadership: Ability to manage multiple active job sites concurrently by effectively delegating to and holding site foremen accountable.
* Regulatory Knowledge: Solid understanding of OSHA construction standards and EPA/DEP environmental compliance.
* Location & Travel: Position based in Jay, ME, serving active job sites across our 5-state New England footprint. Travel requirements are project-driven and vary based on contract mobilization, site pre-con checks, and milestone ex*****on.
Compensation & Upside
* Competitive Base Salary: Commensurate with active heavy civil project management and estimating experience.
* Direct Gross-Margin Performance Bonuses: Earn direct financial upside on every awarded project successfully delivered on-time, within budget, and with a zero-incident safety/environmental record.
* Complete Operational Support: Backed by specialized LGP heavy machinery, 100% DEP-certified field personnel, and modern AI-driven administrative tools.
