Following our recent blog on the Environment Agency's request for information for intensive pig and poultry permits, we are receiving questions from operators regarding whether this affects them or not.

One key misunderstood point is that MCPD thresholds are based on thermal input, not plant output capacity.

For example, a boiler with a 900 kW thermal output and 85% efficiency would have a thermal input of:
900 ÷ 0.85 = 1,059 kW

This exceeds 1 MW thermal input, meaning the plant will be in scope of the MCPD requirements.
If you've received a letter from the EA, please ensure you read the accompanying guidance carefully before assuming your equipment is exempt.

📅 Operators have 12 weeks to complete the online response form, with submissions due by 31 August 2026.

🔎 DESNZ review confirms continued value of CHPQA programme

The Department for Energy Security and Net Zero (DESNZ) has published an independent review of the Combined Heat and Power Quality Assurance (CHPQA) programme, reaffirming its importance in supporting efficient CHP operation across the UK.

The review concludes that CHPQA remains a valuable framework for demonstrating and certifying Good Quality CHP, influencing both investment and operational decisions while supporting energy efficiency and carbon reduction objectives.

As the UK progresses towards net zero, the report recognizes that the CHP sector will continue to evolve. Potential future decarbonisation pathways highlighted include:
✅ Hydrogen and biomethane as lower-carbon fuels
✅ Carbon capture technologies
✅ Increased electrification

Importantly, the review does not recommend any immediate changes to CHPQA certification requirements or the benefits associated with Good Quality CHP status.

For CHP operators, maintaining annual CHPQA certification remains essential for demonstrating compliance and supporting eligibility for incentives such as Secretary of State CHP Certificates and associated tax benefits where applicable.

The review provides welcome reassurance for CHP scheme operators while acknowledging the sector's role in supporting the UK's transition to a lower-carbon energy system.
