Big congratulations to the whole of the project team for the new Paddock SEND expansion school in Tooting. Last night were the finals of the Education Property Awards at the Marriott, Grosvenor Square, in London’s Mayfair. Whilst we didn’t win SEND Project of the Year (for some inexplicable reason!), we showcased our large new build joined to an existing Victorian building, constructed to CNZiO and to higher than many DfE standards.

It’s always good to be invited to the Commons, and I never get bored of that gothic architecture (less enthusiastic about the 1 hour outdoors security clearance queue!).

The working week can take all sorts of twists and turns, and some are rather pleasant.
Back to one of my favourite places for a morning’s meeting, and with a little lunch thrown in - Holland & Holland’s grounds in Northwood.
It’s always good to digest projects for the good, the bad, and the ugly post completion, with an autopsy of what went well and what needs to be improved for next time.
A thoroughly enjoyable and a valuable learning session.
A special mention to Miles of G&T for braving the 4°C wearing his City pin stripe for the 2-3 hours spent outdoors!

I don’t usually look that far back in my career, and certainly not before the advent of social media! However, when in Camden a few weeks ago I took the opportunity to venture down to Mornington Crescent an hour or so earlier.
Many years ago, before Tarmac was broken up, I worked for Schal during a period of my career when working in Construction Management. Part of that period included for the restoration of Greater London House, which was previously the Carreras cigarette factory.
I’ve taken some extracts from the promotional brochure released by the building’s owners, Resolution Properties plc, shortly after its completion.
One of my works packages was the restoration of the 500+m front facade, including the portico, cold cathode lighting, lettering and the famous black cats (Black Cat Ci******es).
Once we’d started to strike the scaffold from the front elevation we viewed the cats from the other side of Mornington Crescent. Whilst we’d precisely followed the architect’s design, the view of the cat’s eyes from 100m away just looked wrong. As if by fate a local resident’s black cat approached myself and my site manager, I picked it up, looked at its eyes, and they were different to our interpretation on the building.
What’s now on the building was thanks to picking up that black cat which approached us on the pavement!

And for a little relaxation!
For those who remember Down to Earth, and the MSG, what a gig. At 77 years old, Graham Bonnet was belting out songs with a voice that Jagger et al could only aspire to. He certainly owned Camden tonight. The recovering alcoholic has climbed back on the wagon and has been dry for a few years now, and his music has benefited hugely.

The new SEN (Special Educational Needs) Paddock Upper School expansion facility in Tooting, London. A very brief synopsis to achieve the goal many onlookers thought we wouldn’t achieve. Sitting in the Board Room in December of 2022, and before we’d appointed a client design team, let alone a works contractor, I don’t think any of us really fully understood the magnitude of the challenge that lay ahead. We needed to crack on . . . . . . .

G&T were only appointed as my Technical Advisors in October 2022 to commence the feasibility exercise, which was submitted before Christmas 2022. RIBA2 commenced the first working day of January 2023, and Willmotts were appointed via the SCAPE framework in July 2023. So with very little time, the remaining RIBA stages had to advance with no delays and very quick decisions from the client body, not to mention uncharacteristic levels of risk taken on by the client body to progress the scheme - the programme demanded it.

The scheme was design to be carbon net zero in operation (CNZiO) to align with central and local government policies, so the existing old gas boilers already installed in the junior school in 2019 were carefully removed, and installed into another of Wandsworth’s primary schools, saving Wandsworth a six figure sum in reproviding heating to another school whose existing boilers were operating (some were completely broken) well beyond their design lives. These new second hand boilers will hopefully provide another 15-20 years of faithful service to their new owners.

The project was progressing at a rate of up to ÂŁ3.5m per month, but typically ÂŁ2.8m - ÂŁ3.2m per month. For a local authority project, that was fast. From the moment the parties entered into the main contract, Completion was less than a year away, and with more than ÂŁ25m to spend.

Once in a while you bring a team together who’ve never worked together before, never set eyes on each other before, represent dozens and dozens of different parties, and the team pulls off something as outstanding as this.

Paddock Upper School is now finally making its transition to its new home following the 12 month build process.
Contracts were signed with Willmott Dixon in July 2024 and Completion awarded in July 2025.
The task was huge.
Feasibility was given approval in December 2022, followed by the concept and spatial design stages. The RIBA Stage 4 and construction element was procured through the SCAPE framework as speed was absolutely critical, (the new 192 pupil SEN school expansion building needed to open for the autumn term in 2025).
Whilst undertaking the hard market testing, Wandsworth Council took the calculated risk of spending £3m on enabling works, not knowing what the proposed contract sum would be. The calculated risk paid off, and the Employer & Contractor, assisted by the Employer’s technical advisor team of Gardiner & Theobald + sub-consultants signed the agreement. That left 12 months to certify over £25m of construction work, turning over up to £3.5m per month, whilst achieving BREEAM Outstanding, for a Carbon Net Zero in Operation (CNZiO) building, which is nothing short of amazing. The director of the PMO team within Wandsworth described this achievement as “project management at its best”.
At the ceremonial key handover on 01 August, a fortnight after reaching Completion, the Lead Member for Education, Headteacher and a Director of Willmott Dixon, together with senior people responsible for the project, took their places for the formal key handover to take place.

The new Paddock SEN expansion school in Tooting Broadway is nearing completion, with only 4½ weeks remaining until Willmott Dixon’s planned completion; following which there’s 4 days for the deployment of loose FF&E to trigger the start of the internal client’s rolling out of ICT Smart screens, projectors and computer installations. This will be concurrent with the kitchen loose FF&E fit out and the stocking of food products.
It’s coming together very well, leaving only a couple of million pounds to align planned expenditure with actual expenditure by the PC date. And as a bonus, Section 2 should complete 3 weeks early!
Confidence is high, externals, finishes and testing and commissioning remain + end user training & documentation / BCO certification, etc.
End user building familiarisation is about to commence ahead of the summer ‘25 term commencing in September.
The entire project team have all worked together and pulled the stops out, complete strangers have formed a cohesive team almost on the spot, and squeezed out every last drop of efficiency.
And to think we hadn’t signed the building contract a year ago! Incredible.

The light at the end of the tunnel has been switched on. The commissioning phase of the new 168 place Paddock SEN school in Wandsworth’s Tooting Broadway has commenced.
We’re still turning over in excess of £3m / month, and progress is intensive. The sample classroom was available for inspection today, with very few snags recorded.
We have until the end of July to get the school ready for occupation, and the externals by mid August. And to think the scheme started in earnest about a year ago, and the main works contract was signed about nine months ago - design and build at its best, the whole team working as one. My thanks to Willmott Dixon and my technical advisors lead by Gardiner and Theobald, with design leads from Arcadis and Stantec.
