The ERC will review market rules, reserve requirements, and pricing mechanisms after recent Luzon and Visayas red/yellow alerts revealed a shortage of flexible capacity, particularly during evening hours when solar output drops but demand remains high. ERC Chairperson Francis Saturnino Juan said the regulator will look into reserve procurement, battery storage, fast-ramping capacity, demand-response programs, time-of-use pricing, and the WESM secondary price cap after prices repeatedly reached the P32,000/MWh ceiling during Red Alert periods.

The ERC reduced the allowable installed generating capacity caps for 2026, limiting each generation company to a maximum national market share of 7,049.26 MW, based on the national gridโs total installed capacity of 28,197.05 MW. The ERC said the adjustment is intended to maintain fair competition, improve sector planning and monitoring, and reflect the growing deployment of renewable energy and battery energy storage systems.
