Coastside County Water District (CCWD) celebrated the completion of the Carter Hill Prestressed Concrete Tank and Seismic Upgrades Project with a ribbon-cutting ceremony in Half Moon Bay last week.

The project replaced two aging water storage tanks with a single 2.1-million-gallon prestressed concrete tank featuring a free-spanning concrete dome and seismic upgrades built to modern standards. F&L provided Construction Management services, working alongside CCWD, HDR, and DN Tanks to deliver the project on a constrained hillside site.

The result is a low-maintenance, seismically resilient facility that will serve the Half Moon Bay community for decades. Proud to have been part of it

APWA - Silicon Valley Chapter's Bay Bridge Tour, a Young Professionals Event, took engineers across the SF-Oakland Bay Bridge's skyway and suspension spans last Friday. Two engineers from F&L's Cupertino office joined the group, guided by Caltrans senior bridge engineers, for an inside look at the structure most people only see from a car window. The tour included climbing vertical ladder rungs and required full PPE, offering a rare hands-on view of the bridge's structure.

F&L was proud to sponsor the APWA Northern California Chapter's June Luncheon last week, where Eric Harrison, Senior Vice President of Signature Development Group, presented on the Mission Bay public-private partnership that transformed a 303-acre former railyard into one of San Francisco's most significant mixed-use neighborhoods.

F&L has been part of the Mission Bay story since 1999, providing civil engineering and construction management services across multiple phases of the neighborhood's development, including public infrastructure, UCSF campus support, and private development blocks.

Last Thursday, the F&L team spent the afternoon on Treasure Island for a company social at Mersea Restaurant Bar & Venue. Bocce, mini golf, good food, and the San Francisco skyline in the background made for a well-earned afternoon together. It was also a fitting location. F&L has been working on the island since 2018, leading civil engineering design for Stages 2 and 3 of the Treasure Island Redevelopment, a 64-acre transformation of a former Naval base into housing, open space, and infrastructure.

F&L's Eric Biland, P.E., served as a judge for the skid steer loader obstacle course at the APWA - Silicon Valley Chapter 9th Annual Equipment ROADEO, held at History Park at Kelley Park in San José.

Over a dozen operators competed across a backhoe, mini-excavator, and skid steer, with the top two times separated by just one second. Congratulations to the first- and second-place finishers, representing the City of San José and the City of Palo Alto, who will advance to the national competition at APWA's PWX conference in Houston this August.

We were proud to be part of a special evening last week! Vice President, Josh Kimbrell, P.E., and Senior Project Manager, Greg Arifian, P.E., attended the Tenderloin Neighborhood Development Corporation's 45th Anniversary Celebration at Hotel Nikko San Francisco, a gala honoring nearly half a century of expanding access to affordable housing across the city.

TNDC's mission to keep individuals, families, and seniors rooted in the communities they call home is one we deeply respect. Events like this are a reminder of why the work we do matters and the incredible partners and community members who make it possible.

On May 13th, construction officially broke ground on the Bancroft-Fulton Student Housing project at UC Berkeley.

Our team was proud to be part of the milestone celebration, as Josh Kimbrell, P.E., joined Mayor Adena Ishii - City of Berkeley, UC Berkeley campus leadership, design partners KieranTimberlake, Tipping Structural, Buro Happold, and the broader project team for the occasion.

The 23-story, LEED Gold-targeted residence hall will deliver more than 1,600 new beds for first-year undergraduates, along with study lounges, outdoor terraces, and community amenities that will shape campus life for generations of Berkeley students to come.

To close out National Public Works Week, we're highlighting the 2025 Novato Water System Master Plan Update for the North Marin Water District.

F&L, with support from Kennedy Jenks and West Yost, led this comprehensive update to the District's water system master plan, covering local water supply and Stafford Lake facilities, hydraulic modeling, storage and pumping capacity evaluation, water quality, recycled water, asset management, and a Natural Hazard Risk and Resilience Assessment. The final deliverable includes a prioritized Capital Improvement Program to address system deficiencies and ensure the District can continue delivering safe, reliable drinking water to the Novato community.

Master plans like this one are the foundation of public works, giving agencies the technical roadmap to manage aging infrastructure, plan for growth, and build long-term resilience.
