Carollo Engineers is an environmental engineering firm that specializes in the planning, design, and construction of water and wastewater facilities. The firm was founded in Phoenix, AZ in 1933, and counts the City of Phoenix among one of our original clients—a working relationship more than 80 years old! From that single office with three engineers, Carollo has grown to nearly 1000 people in 42 o

ffices throughout the United States. Our staff includes civil, structural, electrical, mechanical, environmental, and instrumentation and control engineers as well as scientists, planners, architects and CAD designers. The City of Oxnard Government’s Advanced Metering Infrastructure Replacement Project has been recognized with a 2026 Project Achievement Award from the Construction Management Association of America Southern California Chapter.

The citywide program replaced more than 41,700 water meters and modernized Oxnard’s water system, enabling real-time usage tracking and leak notification. Carollo provided construction management services for the complex, multi-year effort, helping coordinate installations across homes, businesses, schools, hospitals, and other critical facilities while keeping disruptions to a minimum.

Kiersten has over 24 years of experience in rehabilitation, design, and delivery of water and wastewater infrastructure across Arizona.

Her expertise spans treatment, conveyance, and storage, including gravity sewers, pump stations, force mains, transmission mains, distribution lines, storage tanks, well sites, and asset management programs.
