Policy continues to shape the future of critical minerals.

The latest U.S. announcement reinforces a broader trend: critical minerals are increasingly being recognized as strategic assets for national security, with greater attention being placed on secure sourcing, domestic refining and resilient supply chains. It's another reminder that building a robust North American critical minerals ecosystem requires investment across the entire value chain.

Mining is only the first step in building a secure critical minerals supply chain.

Before cobalt can support advanced batteries, aerospace systems and defense technologies, it must be refined into high-purity materials. That midstream capability remains one of North America’s most significant supply chain gaps.

Our latest blog explores why domestic cobalt refining is essential to strengthening industrial resilience, reducing reliance on overseas processing and ensuring critical materials can move from mine to manufacturer within North America.

The White House continues to reinforce the importance of sourcing critical materials from domestic and allied suppliers, most recently with actions focused on traceability, transparency and resilience across defense supply chains.

Reducing North American reliance on offshore processing is essential, and building domestic refining capacity is critical. Electra’s cobalt sulfate refinery can help address this gap by establishing a secure, transparent source of battery-grade cobalt sulfate in North America.

Electra was pleased to welcome Ontario's Minister of Natural Resources, Hon. Mike Harris, and Temiskaming Shores Mayor Jeff Laferriere to our cobalt sulfate refinery this week.

As North America's first battery-grade cobalt sulfate refinery, Electra is establishing a critical link in the domestic battery materials supply chain. With construction advancing, the project will strengthen Ontario's leadership in critical minerals, enhance North American supply chain resilience, and reduce reliance on foreign refining.

We appreciated the opportunity to discuss the progress being made on site and the importance of building Canada's critical minerals processing capacity. Thank you to Minister Harris and Mayor Laferriere for their continued support of a stronger, more secure battery materials industry.

It was an honour to meet President Ferdinand R. Marcos Jr. and members of his delegation during their visit to Canada as part of a recent Philippine–Canada discussion on collaboration in Mining, Critical Minerals and Energy.

We had a valuable discussion about strengthening critical minerals supply chains, building on the natural fit between the Philippines' world-class nickel, cobalt resources and Electra's refining capabilities. As allied nations deepen cooperation on critical minerals, we see tremendous opportunity to build more secure and resilient supply chains together.

Canada and Japan's reported discussions around critical minerals cooperation including potential joint stockpiling, offtake agreements, and mining partnerships—underscore a growing reality: secure supply chains require more than access to resources. They depend on trusted processing and refining capacity.

As governments and industry work to strengthen supply chain resilience and reduce reliance on concentrated sources of supply, building domestic refining capacity will be essential to supporting long-term economic and strategic security.
