On 15 July 2026, Archipelago Renewables II Corporation (ARC II) and Busuanga Island Electric Cooperative (BISELCO) signed a Right of Use (ROU) Agreement in support of the development of the Panlaitan and Bulalacao Hybrid Microgrid Projects in Barangay Panlaitan, Busuanga, and Barangay Bulalacao, Coron.

The agreement was signed by ARC II President Mr Quintin Jose V. Pastrana and BISELCO General Manager Ms Ruth Fortes and Board President Mr Segundo Aguilar, with WEnergy Global CEO Mr Atem Ramsundersingh in attendance. Through the agreement, BISELCO grants ARC II the right to utilise its existing distribution infrastructure in both project areas, helping to accelerate project implementation and the delivery of critical electricity services to over 1,300 households.

The ROU Agreement marks another important milestone in advancing the Panlaitan and Bulalacao Hybrid Microgrid Projects. It reflects the strong partnership between ARC II and BISELCO and their shared commitment to providing clean, reliable, and 24/7 electricity to both island communities.

What does ₱800 million mean for underserved communities in Palawan?

For families, students, small businesses, schools, health facilities, and other critical community services, it means access to cleaner, more reliable, affordable electricity, and the opportunities that come with it.

WEnergy Global, through Archipelago Renewables Corp. (ARC), together with CleanGrid Partners and Maharlika Clean Power Holdings, formally marked a major financing milestone with the Land Bank of the Philippines (LANDBANK) for the rollout of smart off-grid infrastructure powered by hybrid renewable energy in Palawan.

The ₱800-million financing facility will support the establishment of 16 off-grid microgrids across 14 barangays within the Palawan Electric Cooperative (PALECO) franchise area. With 175 kilometers of power distribution network, the project will provide 24/7 electricity access to 7,100 households and over 300 small businesses, enabling more than 30,000 people to participate in and contribute to the country’s economy.

Powered by a mix of solar photovoltaic technology, battery energy storage systems, and backup diesel generation, these microgrids are designed to deliver stable and resilient electricity to communities beyond the reach of conventional grids.

This is more than a financing milestone. It is a partnership that turns development finance into real economic and social impact, helping children study after sunset, small entrepreneurs keep their doors open longer, and underserved communities move from darkness to opportunity.

WEnergy Global participated in the Career Connect: Job-Ready, Future-Ready PSUans Career Day organized by Palawan State University (PSU) on 26 May 2026 in Puerto Princesa City, Palawan. PSU is one of the leading higher educational institutions in the region, and the event engaged approximately 160 engineering students from the University’s Electrical Engineering, Civil Engineering, Mechanical Engineering, and Petroleum Engineering programs.

Representing WEnergy Global were Engr. Francis Glenn Ramos, Microgrid Manager of Sabang Renewable Energy Corporation (SREC), and Ramil Cyril Dacillo, Microgrids Stakeholder Manager of Archipelago Renewables Corporation (ARC). The event formed part of PSU's efforts to expose graduating students to emerging career opportunities as they prepare to enter the professional workforce.

During the session, WEnergy Global shared insights on career pathways within the Philippine energy sector, with particular emphasis on the growing role of renewable energy, rural electrification, and microgrid development in advancing national development objectives. This forms part of the firm’s emphasis on merging global expertise with homegrown talent to power future energy solutions including the new pipeline of microgrids being developed by WEnergy Global through Archipelago Renewables Corporation.

The session also showcased WEnergy Global's ongoing efforts to expand energy access through the development of hybrid-powered smart microgrids across the Philippines. The company is currently implementing 24 microgrid projects across Palawan, Cebu, and Quezon Province, with the objective of providing clean, reliable, and affordable energy to more than 50,000 residents living in unserved and underserved communities.
