Created by merging the Environmental Science Program (ESP) and the Department of Meteorology and Oceanography (DMO), IESM is envisioned as a leading center for environmental and atmospheric sciences in the Asia Pacific. The

institute focuses on understanding natural phenomena that influence key decisions on sustainable development in the Philippines and the region. IESM is dedicated to advancing the study of human impacts on the environment, predicting weather and climate patterns, and managing atmospheric and hydro-meteorological hazards. The institute now has 12 full-time faculty members, 5 professorial lecturers, and a growing number of Adjunct Professors. Since relocating to a new facility in 2014, IESMโ€˜s research activities have significantly expanded

In December 2015, IESM was named a Center of Excellence for Environmental Science by the Commission on Higher Education. Additionally, in partnership with the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), IESM serves as a Regional Training Center for the World Meteorological Organization Region.

How do seaport activities shape the air we breathe in nearby cities?

Join us for the Joint Research Seminar on Environmental & Maritime Sciences on 4 September 2026, 1:00โ€“3:30 PM, at the IESM Auditorium, UP Diliman.

Hosted by UP IESM in partnership with the National Kaohsiung University of Science and Technology (NKUST), the seminar will feature research talks on seaport emissions, air quality, and volatile organic compounds, along with a discussion on graduate education and faculty collaboration with the NKUST College of Maritime.

The critically endangered Irrawaddy dolphin (๐˜–๐˜ณ๐˜ค๐˜ข๐˜ฆ๐˜ญ๐˜ญ๐˜ข ๐˜ฃ๐˜ณ๐˜ฆ๐˜ท๐˜ช๐˜ณ๐˜ฐ๐˜ด๐˜ต๐˜ณ๐˜ช๐˜ด) has been sighted again in San Miguel Bay following a comprehensive marine mammal survey conducted by the University of the Philippines Institute of Environmental Science and Meteorology (UP IESM), in partnership with the Department of Agriculture โ€“ Bureau of Fisheries and Aquatic Resources Regional Office V (DA-BFAR 5) from July 26 to August 1, 2026.

The objective of the scientific assessment was to evaluate the population status, distribution, and habitat use of the species.

The presence of the dolphins was first detected through acoustic monitoring on July 27 near Sipocot, Camarines Sur, proving their presence in the bay prior to visual sightings. On July 29, researchers made direct visual contact with a pod of approximately nine Irrawaddy dolphins between Siruma and Tinambac, Camarines Sur. A second group consisting of about four individuals was observed in the same area on July 31, confirming consistent activity in these coastal waters.

Although vessel-based transects conducted on July 28 and 30 yielded no direct sightings, they provided vital environmental and spatial data. These habitat evaluations offer crucial insight into the species' movement patterns and ecological requirements, establishing a solid scientific foundation for future conservation planning and targeted protective measures.

The Irrawaddy dolphin is one of the most threatened marine mammals in the Philippines, with San Miguel Bay hosting one of only three known resident populations in the country, alongside Palawanโ€™s Malampaya Sound and the Iloiloโ€“Guimarasโ€“Negros Occidental waters.

Unlike open-ocean dolphins, Irrawaddy dolphins inhabit shallow coastal areas, estuaries, and river mouths, making them uniquely vulnerable to human activity, fishing gear entanglement, vessel traffic, pollution, and habitat degradation.

โ€œWith small numbers and low reproduction rates, the loss of even a single dolphin threatens the population's survival. We urge continuous monitoring, stronger environmental protections, and sustainable fishing practices,โ€ said BFAR national director Elizer Salilig.

The conservation and increase in population of this iconic marine mammal ultimately hinges on close cooperation between government partners, researchers, LGUs, and local fishing communities. # # #

IESM faculty member Dr. Rafaela Jane Delfino joined the forum โ€œFrom Climate Prediction to Climate Resilience: Research, Capacity Development and Resilient Infrastructure in the Philippinesโ€ on 5 August 2026 at Balay Kalinaw, UP Diliman. As one of the forum discussants, she spoke on โ€œClimate Modeling and Extreme Event Attribution in the Philippines.โ€

Dr. Delfino also shared research on how a warming climate may affect tropical cyclones, particularly their strength and the amount of rainfall they bring. These changes are important for understanding how future storms may affect communities already exposed to tropical cyclone hazards.

A graduate of the University of Reading through the UP-Reading dual PhD program, Dr. Delfino joined researchers and representatives from UP and Reading in discussions on climate research, capacity development, and resilience planning.

Congratulations to IESM students Mark Joseph William D. Ducusin, Camille Rafal, Alex Garibay Jr., and Rochelle Paa! Their research projects were selected for the 2026 Siglat Saliksik Spring Development Grant of the Provincial Government of Ilocos Sur.

Ducusinโ€™s project focuses on the accessibility and multi-hazard assessment of evacuation centers in Ilocos Sur, while Rafal, Garibay, and Paa are developing a GIS-based flood susceptibility index for the province.

Each selected project received โ‚ฑ100,000 in research support to help advance locally grounded solutions for disaster risk reduction and planning.

Nadine Reece Florentino recently presented her research on the influence of Laguna Lake on temperature and rainfall in Metro Manila at the Asia Oceania Geosciences Society (AOGS) 2026 Annual Meeting in Fukuoka, Japan.

She presented her poster, โ€œThe Influence of Laguna Lake on Temperature and Rainfall in Metro Manila,โ€ on 5 August 2026.

Florentino studied Meteorology at the UP Diliman Institute of Environmental Science and Meteorology (IESM).

Her study used numerical simulations to examine how Laguna Lake may influence local temperature and rainfall patterns. The findings may contribute to a better understanding of the lakeโ€™s role in shaping weather and climate conditions in Metro Manila and nearby areas
